Jose Berrios isn't pitching because he isn't on the Blue Jays' World Series roster. Berrios entered the postseason dealing with an elbow injury, and he ended up not making it onto the roster for the ALDS, ALCS or World Series.
Blue Jays manager John Schneider said Monday that Berrios (elbow) has resumed throwing but will not be on the World Series roster, should his team advance, Ben Nicholson-Smith of Sportsnet.ca reports.

The Blue Jays are out: they lost Game 7 of the World Series in the 11th inning. Like the Colorado Rockies, Sacramento A’s, Boston Red Sox, Milwaukee Brewers and all teams other than the Dodgers, the Blue Jays cannot add a World Series banner for next season.
The 36-year-old exited the contest after getting hit in the right knee by a pitch in the top of the seventh inning. The Blue Jays were leading 2-1 at the time, but fell 6-2 after eighth-inning homers by Mariners catcher Cal Raleigh and third baseman Eugenio Suarez, with the latter being a grand slam.
